Since there must be some kind of certifications on these qualifications, in Basque Country we do have ESI (http://www.esi.es/), European Software Institute, created in 1993 by the European Commission with the support of the Basque Government, is now a Division of TECNALIA, one of the leading European research institutes.

There are a lot of Public Administrations & Companies that don't jump into Socialmedia just because they don't feel confident with the means.
Just as there are style guides for some of the major newspapers, it would be interesting to create a UE guide that includes guidelines and recommendations for the creation and management of socialmedia accounts in the different networks. Maybe sectorialized...
