Alberto Ortiz de Zárate Tercero, a.k.a. 'alorza', is Director of Citizen Services at the Department of Justice and Public Administration of the Basque Government.
He is the chief officer at Open Data Euskadi (http://opendata.euskadi.net), the first non-anglosaxon public data portal in Europe.
Since 2005, he co-edits ’Administraciones en red’ (http://eadminblog.net).
We need to reach an agreement about which common datasets should be released by every public body. We have a fine modelo to mimic: the Inspire directive for spacial information.
It is not easy to decide which should be those basic datasets. I think a good approach is to introduce the distinction between Government and Country. So, we have two different types of datasets, with different goals to meet:
- Gov Datasets. Useful for understanding the structucture, operations and services of the public bodies. Useful for interoperability and transparency, too.
