Cloud

Cloud computing, to be discussed at the Assembly in workshop 6, will play a major role in tomorrow’s economy, creating new jobs and growth. It has to be ensured that there will be sufficient supply of cloud computing facilities and services so that European companies of all sizes and government institutions can use these to develop innovative services.

The Commission is preparing a European Cloud Computing Strategy considering demand and supply side concerns: the legal framework, the technical and commercial fundamentals and the market. The strategy has been the subject of extensive consultations, both web-based and face-to-face, throughout 2011. This year, 2012, a Cloud Computing Strategy for Europe will be put on the table making Europe not only cloud-friendly but cloud active.

In this group, we will address some key questions that will be discussed at the Assembly and be included in the Mid-Term Review:

Digital Identity and Access management for cloud based services

Until now, identity and access management – as part of Security and Privacy for Cloud-based Services with person-related data – has not been comprehensively well defined by the EC. Actions and Pan-European regulations are still missing. Two-factor authentications of all users, according to the pan European framework for electronic identification, authentication and signature, are recommended when it comes to gaining access to person-related data, databank and data management systems.

User Privacy with Composite Applications

Composite applications contain multiple services used in combination. In order to do so, they are using user-centric federated identies.

How we may achieve the goal of a flexible, user-centric identity management infrastructure which will allow the user to quickly determine what information will be revealed to which parties and for what purposes, how trustworthy those parties are and how they will handle the information, and what the consequences of sharing their information will be?

Are SMBs gaining significant IT security benefits from using the cloud?

A recent Microsoft Study ( http://www.microsoft.com/en-us/news/Press/2012/May12/05-14SMBSecuritySur... ) shows that 35 percent of U.S. SMBs surveyed have experienced noticeably higher levels of security since moving to the cloud. In addition, 32 percent say they spend less time worrying about the threat of cyberattacks. U.S. SMBs using the cloud also spend 32 percent less time each week managing security than companies not using the cloud.

After a few weeks of online preparatory activity for the Cloud workshop, it's time to summarize the work done so far. There are currently 68 members registered to Cloud topic, however the number of total discussions (14) and comments (38) up to date, suggest that large part of this community is still in 'reading' rather than 'posting' mode.
But you too, as the EU, are called to shift from 'cloud friendly' to 'cloud active'!!

What are the most relevant obstacles for Cloud adoption by SMEs?

SMEs are continuously more and more aware of the benefits of cloud services for their business.
However they are still largely reluctant in intensive cloud adoption.
As the IDC Study (http://cordis.europa.eu/fp7/ict/ssai/study-cc_en.html) confirms, there are still several barriers in wide adoption of cloud computing by SMEs in Europe.

- What are the most relevant obstacles (according to the evidence you know) for Cloud adoption by SMEs?
- How are or those obstacles best addressed?

Liability and accountability of cloud service providers. How to improve it?

The IDC Study (http://cordis.europa.eu/fp7/ict/ssai/study-cc_en.html) identifies accountability and liability of cloud service providers, notably in cross-border situations, as key obstacles to take-up of cloud services by SMEs.
At present, the majority of public cloud services providers tend to work on a "best efforts" basis.
- Should legal certainty be improved, and why (problem cases you know)?
- How liability and accountability could be improved (good measures you know or recommend)?

Cloud for digital inclusion, skills and employability

We have just developed Skillage (http://skillage.eu) an elastic, cloud-based service on Microsoft Azure. Its aimed at helping people to understand their ICT employability skills, and is available in 20 languages(and a few more in the pipeline). Its also on Facebook and formatted for web enabled smartphones. Its now had well over 11,000 uses in first couple of months.

By 2020 the majority of organisations will rely on the cloud for more than half of their IT services, according to Gartner’s 2011 CIO Agenda Survey.
After organisations have switched to the cloud the number of staff needed to manage and provision individual pieces of IT infrastructure - the likes of networks, storage and servers - can be scaled back, as much of the virtualised infrastructure that cloud is built upon can be automated.
