Data

Recent industry reports detail how data volumes are growing rapidly, with annual increases up to 40%. Data volumes of Facebook are by themselves estimated to be as big as the entire World Wide Web was in 2004.

Exploiting this data - extracting actionable meaning out of the mass of unorganised and often volatile material in many languages, analysing, using and re-using it- could transform the Web and the way we handle information once and for all. It could facilitate our lives through innovative ICT applications, lead to better support for decision-making and planning, give research in different domains a major boost, and improve interaction between online, social and enterprise usages. In this scenario, the ability to draw knowledge out of data would change the Internet in a way similar to the changes brought about by the ‘search’ and ‘social media’ revolutions in recent years.

The proposed workshop will explore the potential of data, some of the most promising economic and business aspects involved, and discuss how policy for data and our investment in R&D can better address the challenges of businesses and the public sector and further support innovative business development.

Opendata and PSI for ecomical recovery

Next june 26th we will organise our yearly opendata meeting in Spain. It will be an interesting occasion to see which are the answers opendata initiatives can provide to our country, just in the middle of the bigger economic crisis in years. Big Data and Research Inflection Points

In the US, there is a very coherent strategy around Big Data in certain domains.

For example, in Health, there are common data formats all participants in the Health system have to conform with (e.g. including insurers, who will not get paid my Medicare/Medicaid if they do nto comply) the standards. This will allow clinical information to be mashed with population datasets to allow a whole new research resource for drug discovery and therepeutic enhancement.

It will be important a the DAA to discuss the cross-cutting nature of Data.

Common datasets: The Government or the Country?

We need to reach an agreement about which common datasets should be released by every public body. We have a fine modelo to mimic: the Inspire directive for spacial information.

It is not easy to decide which should be those basic datasets. I think a good approach is to introduce the distinction between Government and Country. So, we have two different types of datasets, with different goals to meet:

- Gov Datasets. Useful for understanding the structucture, operations and services of the public bodies. Useful for interoperability and transparency, too.

New educational content for the data society

The open data policies are useful in the context of a society that knows how to extract value from data. The educational system must take a leading role. We propose two types of issues:

- Include, in child educational programs, content aimed at all citizens understand the information constructed from data, especially numerical data, tables and graphs.

- Teach how to use data from specialties (vocational training and university). For example, application development from data, data visualization, data journalism ...

The eHealth Task Force issued an excellent report "Redesigning health in Europe for 2020". See http://ec.europa.eu/information_society/activities/health/docs/policy/ta...

It clearly shows the importance (and need) of breaking the data silos, opening up the (big) data and get the value out of it. This is a subject that must be discussed at the Assembly and needs a very strong guidance from the EC.

In may 2012, The World Economic Forum has published a report entitled "Rethinking Personal Data: Strengthening Trust" which is available at http://www3.weforum.org/docs/WEF_IT_RethinkingPersonalData_Report_2012.pdf
The report aims to foster dialogue around some of the key questions that need to be resolved to ensure long-term and sustainable value creation. Who owns personal data? How can privacy be protected? What is the role of context in setting permissions? How can organizations be held accountable? What is the role of regulators? It outlines concrete steps that stakeholders can take, focusing on three areas: upgrading protection and security, agreeing on rights and responsibilities for using data based on context, and driving accountability and enforcement.

Cross-lingual technologies are an open opportunity for EU

Cross-lingual technologies is a field where information is transferred across the languages without a text being translated. In a way, these technologies enable (a) to connect languages without pre-built language technology infrastructure with major languages, and (b) to address information from a long tail of cultures and languages which are not easily accessible.

This is an uncovered market with lots of application opportunities and since EU is investing in the area I see good chance EU could have serious lead in the area.

For a small prove of concept project I was looking for the way to map a given EU region (say street address or post-code based) to the names of elected local and eu representatives.

Launch of a new Open Data platform

The European Commission has just launched a beta version of an Open Data platform: http://open-data.europa.eu/open-data.
This portal aims at providing access to open public data from the European Commission, as well as access to data of other institutions, bodies, offices and agencies. The data is accessible to the general public, who can download it and reuse it, and at the same time, data publishers and application developers can use new functionalities enabled by the semantic technologies.
