E-commerce

Are you one of the 40% of Europeans who purchases online each year? Online shopping and services can mean better choice, easier to use, easier to compare prices: all in all, better value for consumers. But some will worry about issues like, how can I pay for my product safely? If it’s a physical product, will it be delivered in time (and intact)? And what do I do if there’s a problem with the order? Others, unable to find the content they want lawfully, may turn to illegal content.

In January the Commission launched its action plan to double the volume of e-Commerce and the share of Internet economy on GDP in the EU by 2015. We’ll do this by making it easier, more transparent and more trustworthy to buy online. There are many strands to this action plan, we focus on two specifics:


1) Consumer trust: the workshop will address different aspects of consumer trust on e-commerce (consumer rights, information and redress), with a particular focus on trustmarks.

UPDATE: We have now launched a dedicated space with a discussion paper about trustmarks - have your say!


2) Payments: the workshop will follow up on the results from the consultation launched by the Commission Green Paper on payments (COM(2011)941), with a particular focus on mobile commerce and payments.

Join the discussion, provide your comments, and feel free to launch new themes that you feel should be discussed at the Digital Agenda Assembly (here is more information about the workshop). Based on the quality of contributions, 6 online participants will be invited to the Assembly.

i) The legal framework that governs the relations analysed in this study is clearly insufficient to deal with its actual problems and complexities. I would suggest "lege ferenda" the implementation of the following reform: the modification of the liability regime of the Directive 2000/31/EC introducing a system of notice and take down, taking inspiration from the American DMCA model.

E-payments all currently present features that make them inaccessible to people with sight loss. We fully recognise the need to ensure the safety and privacy of e-payments, but current 3D secure mechanisms (e.g. Verified by Visa, MasterCard Secure Code or American Express Safe Key) rely on a visual interface and therefore effectively prevent access to such payments for blind and partially sighted people. This in turn is preventing access to e-commerce and a range of online services for these consumers - 30 million people in the EU are blind or partially sighted.

Boosting trust in e-commerce

EMOTA represents the e-commerce sector in Europe, and has represented distance sellers for more than 30 years. Many EMOTA members and some EMOTA business partners have developed well recognised trustmarks and quality labels, often attached to consumer complaint handling mechanisms, as a competitive, added value service aimed to boost online trade. We have noticed the increasing interest in online trustmarks as a possible solution to boost the confidence of those consumers that have not shopped online yet and hesitate to do so because of fears of going away empty-handed.

Electronic marketplace? (App store, Android market, Amazon, ...)

Just dropping an idea here.

Do we have anything about supporting the development of electronic marketplace in Europe, or at least with more important involvement of European companies, as well as government (e.g. regulation)?

By this I am thinking in application or content marketplaces such as App store, Android market, and so on. (Amazon ...)

Trustmarks

I'd like add on trustmarks which are used on websites to increase sales. We all need some regulation in this area.
EU has so many different nations speaking different languages, countries have different regulations... It makes it harder when we try to establish one well functioning Digital Single Market.

Focus on change instead of invention

Europe has losts its way. Our former strenghts where based on market value creation in constant competition.

This has been replaced by "managed citiziens and markets" which simply do not work.

My statement is not ideological but recognising the basic fact that especially bureuarats and commercial infrastructures foicus on controlling and preventing innovation rather than value creation.

Stanards are not designed to facilite change and innovation but to establish lock-in and kartel structures e.g. payments, mobile phones and eSignature.

The Security Objective – Transaction Isolation

Security is rapidly eroding everywhere and we need to rethink security in a fully networked environment where perimeter security fails, e.g. even recent US Millitary statement to US congress.

Instead we need to change to a Security by Design paradigm where each transaction or context is logically isolated from all others.

E.g. Cloud security is non-existing and is theoretically impossible due to the nature of the technology – the benefits comes on the expense of security - so transactions has to be secured OUTSIDE cloud.

Tax harmonisation

VAT and other taxes vary considerably across the EU. This frequently impacts where e-commerce and other digital media business locate themselves. Personally I believe that businesses should be making their decision not based on tax but on other fundamental business practicalities. It would be great if the EU could address this matter over time which would ensure that business leaders take the tax variable out of their decision equation.

There is a lack of confidence between ICT suppliers and their SME customers (BtoB market) : Who has not heard of businesses complaining of being insufficiently informed by their ICT service provider of the terms governing the transfer of intellectual property rights or the amounts of recurrent costs, that have been hogtied to a solution and a supplier who fails to meet their needs and requirements, or that are even left completely abandoned in cases where their service provider goes bankrupt...

Security of mobile devices, applications and transactions

Mobile devices like smartphones and tablets have been conquering the market over the past 5 years. Consequently, a large amount of user transactions have been moved from PC-based environments to mobile devices. This includes banking, trading, shopping, eGovernment as well as other security sensitive procedures. As outlined in the recent European Commission communication related to eCommerce, the usage of online services and eCommerce opens up a huge business potential. Security and interoperability are key factors in deploying those services successfully.

Online Trade versus Offline Trade

The current millennium will be shaped by a tremendous increase in Online Shopping. It is verified by research findings and it is profound that there are some restrictions. Online Trade is not accessible to everyone. It demands use of technology that it is applied by educated people, who have young age range. This is considered the big majority. Our generation is happy with this development, because it sees it as a reward for privileged access for their hard years of study and their ability to use computers and technology.

Requiring 'European Union' as a region

While we all work hard towards a true European "UNION", Europe is still seen as a conglomerate of countries.

How about a policy that requires software companies to have "European Union" as a region like the "United States". "European Union" should then include or point to any or all 27 EU Member Countries.

Today we have several hundred countries to chose from in any software but Europe is never one of them. This is quite a disadvantage for marketers, sales organization, advertising selection....

Anti-commoditization - how?

A threat to any company is to be reduced to just one of many, competing only on cost. Therefore any company will always strive for uniqueness - if nothing else on location.

A huge market problem is therefore the emergence of market players having all products on their shelf and forcing products in to a common denominator view.

The problem is significantly worsened if the same market players also control customer attention and are able to profile customers across many transactions.

Can't wait for the Pocketcam and 4K camera, but I think that's a given. Seeing the cameras in person was great, the footage from the Pocketcam looks pretty close, will be a joy to use 4K camera was also great to put hands on briefly, so many people around though.
