Converged media platforms

Following last year's workshop on "ICT and the management of creative content", the workshop will constitute a further development in the exchanges bringing the focus more on the convergence angle but maintaining the strong emphasis on the consumer which emerged during last year's discussions.

Convergence of devices is increasingly becoming reality with connected TV models and cloud computing. As a result, content is increasingly a strategic asset for telecom operators, equipment manufacturers, online service providers and social media which compete to provide new application services and innovative business models to respond to new consumption patterns.

Consumers are increasingly able and willing to access content which could be anything anywhere across multiple devices (internet-enabled TV sets, PCs, smartphones and tablets).

Join the discussion, provide your comments, and feel free to launch new themes that you feel should be discussed at the Digital Agenda Assembly.

last year's discussion was very insightful and engaging. A year has passed and the issues related to New Digital Platforms are high - and getting higher - on the European Commission's political agenda.

In view of the forthcoming Digital Agenda Assembly 2013 in Dublin, we would like to continue discussing and debating with you this very important matter, moving towards relevant ideas for policy recommendations and insightful solutions.

Broadcast Regulations and Connected TV

It's going to be impossible for the new living room ecosystem to be regulated by current broadcast regulatory bodies at National and EU level for a number of reasons.

1. All new connected TV's are built with web browsers as of 2012 and Opera is expected to sell over 30 million licenses for their browser rendering engine for TV to most TV manufacturers. How will regulatory officials tell us what we can browse for on our TVs?

2. The entire TV App ecosystem on the big screen being pushed by Samsung, Sony, Panasonic, Philips, Sharp, LG et al. is hardly controllable.

Whose screen is the first screen?

Many of the discussions around the converged living room relate to the idea of the 'second screen', and the common assumption (especially among TV types) that theirs is the 'first' screen and everything else - smartphone, laptop, tablet - is somehow subsidiary.

Media convergence for employment?

Is anyone of you aware of a study or a research investigating the potential of the converged-media industry in terms of creating employment and boosting the economy?

For instance, it would be interesting to know if estimates exist for figures such jobs' creation (compared to loss of jobs in the old-media industry). Is this piece of information available in your country?

Open digital textbooks in Poland

Poland introduced a pilot programme 'Digital School' aimed at raising ICT skills and for computerization of Polish schools. What is interesting is that the programme encompasses introduction of digital textbooks that will be freely available for pupils (under Creative Commons Attribution or compatible).
This was not very well received by the traditional publishers who feel threatened by the open and free e- textbooks.

It's very early days with this technology but this is how I see the significance of connected TV (see also my earlier posts for wider context of content creation). It's hard to write about this topic without using some media business jargon (apologies!) - specifically the term "intermediation".

Convergence of platforms also implies format conversion of content from various sources, an interoperability challenge. The dynamic pace of online content platform development (and their sudden decline) raises substantial questions about the conversion and long-term preservation of digital documents.

A few years ago everybody thought people would never be willing to be for music content. Then along came iTunes and most of us had to change their mind.

Now the debate is on again regarding video content. Do you think... actually, would *you* be willing to pay for the latest episode of your favourite TV show if a legal way was offered to you?

Alternatively, would you accept to sit through a few seconds/minutes of advertising in exchange for video content?

How is creative content to be financed in the digital age?

How is creative content (the book, the film, the game, the TV show etc) financed currently, and how realistically can it be financed in the future? These are key questions for Europe's creative and cultural industries, and so far we have come up with more questions than answers as regards the challenge of digitalisation.

We need to be more rigorous, more evidence-based and more commercially aware in our approach to public debate, just as investors have to be, otherwise they lose their shirts!

Will European business be able to face extra-European competition?

Many believe that one of the main reasons why US companies have a competitive advantage over European ones is that they have far larger and easier access to funding (business angels, venture capital, etc.).

Do you believe that's true? What can be done do stimulate competition and allow the European market to flourish?

translation on diferent languages

To have a wider comunication on EU more inclusive is important to work consistentely to all (independent of languages) have the same chances to pariticipate and understand and be understood.
Without that only a small percentage have chance to express in full.
The improvements on automatic translation available must be a priority on EU instituitions and media plataforms.

Should Government do something about technology fragmentation?

A tweet came in today - it was suggesting that perhaps to help spur innovation in the digital content industry governments should proactively legislate to ensure agnostic consumer controlled content supply chain configuration.

So for example irrespective of what configuration a potential audience chooses to engage with digital content (iPad vs Galaxy, ConnectedTV vs Linear TV etc) no one route should be preferential to any other (i.e. content should be equally available across all permutations).

Internet services need more available non-discriminatory API

Compared to traditional businesses, Internet businesses are more "closed". They provide none, proprietary or APIs that do not serve both potentially involved parties with the same benefit.

Thats often due to the network effect - if you have enough users locked into your service, its getting hard to impossible for small innovative competitors to enter the market.
