High-speed connections

This workshop will discuss business models and cost reduction measures which could foster the deployment of high speed broadband infrastructures.

  • With regard to cost reduction, an official Public Consultation has been launched on an EU Initiative to Reduce the Cost of Rolling Out High Speed Communication Infrastructure in Europe. To accompany this, on this platform we started crowdsourcing ideas to reduce the costs of broadband rollout. Publish your ideas in the dedicated space!
  • With regard to NGA investment models, we discuss exemplary case studies to thrash out the pros and cons of different NGA investment models and to stimulate a discussion about their pivotal commercial, financial and regulatory features. Which cases should be looked at and replicated across Europe? Read up and comment on the cases of ReggefiberSTOKAB and Portugal Telecom!

Join the discussion, provide your comments, and feel free to launch new themes that you feel should be discussed at the Digital Agenda Assembly.

We need many more local internet exchanges!

Lorne Mitchell's picture
Submitted by Lorne Mitchell on Fri, 2012-05-18 19:18

There is good evidence that internet exchanges are beneficial to the cities that attract them. With all the debate about internet speed, many businesses will become more effective simply by clustering in business exchange areas which co-locate computing power and high-speed internet access.

This is a major part of the design for the Internet age - yet we seem to have lost it in all the debate about broadband speeds.

A New Network Paradigm

Infostack's picture
Submitted by Infostack on Thu, 2012-05-17 14:59

All this discussion around fiber and rural penetration and analyzing costs fails to ask the question, "does the current model work?" Why try to patch up something that is terribly flawed? OpenNet and wholesale/retail models have been discussed but don't get to the heart of "digitization". Over the past 30 years, at least in the US, we've had 3 digital waves in the WAN, data and mobile from which to model a 4th and final wave of broadband digitization.

What questions remain unanswered

Charles Watt's picture

For the last 15 years I have watched the debate on FTTx go round and round in circles- particulalry in the UK. I see them repeated in this blog. So having heard all the arguments time and time again, what questions genuinely remain unanswered before we DO something about it. While we debate other countries have just gone ahead and done it because they see this issue as impacting their economic competitiveness, their quality of life etc.

Commercial models for high speed broadband

Rogerxwilliams's picture
Submitted by Rogerxwilliams on Wed, 2012-05-16 12:47

There seem to be five commercial models in practice to build fast broadband infrastructure
Bottom-up - community led (good for rural projects)
Public Sector - designed and operated
Private Sector - designed and operated
Public Sector - outsourced
Joint Ventures / Public Private Partnerships.

It generally seems that all the commercial models should run on single Open Networks (Open Access) so that competition is introduced at the service layer... but which one is the best?

Cost Reduction: Shared infrastructure savings

pdfoley's picture

A CSMG report (stakeholders.ofcom.org.uk/binaries/consultations/wla/annexes/csmg.pdf page 95) provides an interesting overview of the different costs of duct access vs. new build - Costs per premises connected appear to be very similar (at about GBP 180 per premises) in urban areas with more than 500 households. If fewer than 500 houses are connected using existing duct access for deployment appears to be more economic. Does anyone else know of other studies that provide data for duct access vs. new build?

This is the future.

Blisteringly fast Internet speeds, more robust connections and a big increase in network capacity at little extra cost, even in rural areas?

http://ec.europa.eu/information_society/digital-agenda/research/optical_...

This is the future. The question remains, how can Europe facilitate the roll out when the incumbents have such a stranglehold on the politicians?

Monti's proposal of keeping investments for BB and EDA out of fiscal compact: what do you think?

luigi.scorca's picture
Submitted by luigi.scorca on Wed, 2012-05-09 19:34

It seems that the Italian prime minister, Mario Monti, will propose at EU level to mantain out of fiscal compact investments for broadband and digital agenda:

1) do you think this should be limited to non profitable areas (as it is mainly now given State Aids rules) or else it should start a path where public bodies are more involved in setting up wider infrastructures?

2) should these investments then cover digital divide areas or else focus on real NGAN?

Looking forward to hear from you and I hope it will pop up an interesting debate.

Go for fibre, but not any fibre

fpoggi's picture

While many large EU Telco providers are still claiming important investments on incremental upgrades such as VDSL2 deployed from street cabinets (FTTN), important questions remain about whether favouring this technology over the more expensive fibre to the home (FTTH) is worth the loss that could be incurred in operational efficiency and in global competitiveness.

Should the EU make a stand?

ferencjacobs's picture
Submitted by ferencjacobs on Tue, 2012-05-22 08:25

The European Union created the Digital Agenda, broadband and high speed connections are an important part of it. Connections are a way to keep Europe vital.

When it comes to deploying networks the process is frustrated by revenu driven companies with only one goal: Keeping the shareholders satisfied. Local development comes in the second place (if you're lucky).

Should the European Union make a stand for open networks by 'cutting' the roles in the telecomchain? What I mean is this:

Role of local administration in roll-out

Hi all.
First, just thanks DAA12 organisation and participants for such an interesting event.

I attended workshop2 (high speed connections), where we discussed on how to reduce costs in fiber roll-out. The roundtable participants (operators, NRAs, university, etc.) agreed that local administration is a key agent in NGA deployment.

Revision of the Guidelines on public funding to broadband networks

luigi.scorca's picture

The European Commission has just published this public consultation:
http://ec.europa.eu/competition/consultations/2012_broadband_guidelines/...

1- Do you think such guidelines might foster the deployment of NGA networks in Europe?

2- Which further changes would you suggest?

Not so bad - at least for some countries

JohanCamp's picture

Earlier this month, the World Economic Forum published its Global Information Technology Report 2012 (http://www3.weforum.org/docs/Global_IT_Report_2012.pdf)
It shows top-10 rankings for the Northern countries in Europe (Sweden, Finland, Denmark, Norway), both on the global Networked Readiness Index as on the Infrastructure & Content Pillar - Sweden being the number 1 in both fields.
It shows again how difficult it is to work out a general approach for all countries in Europe or in the EU.
