High-speed connections

This workshop will discuss business models and cost reduction measures which could foster the deployment of high speed broadband infrastructures.

  • With regard to cost reduction, an official Public Consultation has been launched on an EU Initiative to Reduce the Cost of Rolling Out High Speed Communication Infrastructure in Europe. To accompany this, on this platform we started crowdsourcing ideas to reduce the costs of broadband rollout. Publish your ideas in the dedicated space!
  • With regard to NGA investment models, we discuss exemplary case studies to thrash out the pros and cons of different NGA investment models and to stimulate a discussion about their pivotal commercial, financial and regulatory features. Which cases should be looked at and replicated across Europe? Read up and comment on the cases of ReggefiberSTOKAB and Portugal Telecom!

Dear DA12 contributors on Cloud topic.
Last year your inputs were very useful to help shaping the next steps of the Digital Agenda.
A lot has been going on since then: the European Commission issued the Communication "Unleashing the Potential of Cloud Computing in Europe" thus setting the strategy on this topic.
Also the discussion on the new EU Data Protection Package progressed through debate in the Parliament and the focus is now on a key enabler of cloud: fast and reliable broadband.

Women in ICT

There are many women in ICT who fall under the radar. They do not have job titles or salaries. What is being done to promote their work in the EU? What recognition do they have? The answer is NONE.
We have a retired ICT school manager who is masterminding our call centre for our community network. She works as a volunteer, she is doing sterling work. Her skills should be shared, but how to do it?

The incentive for investing in a network infrastructure is determined by the potential Return On Investment (RoI) in the infrastructure over the lifetime of investment. This depends on the difference between the revenues generated from the services delivered and the cost (capital, operating, and maintenance) of delivering the services over the infrastructure.

1. Level playing field. Encourage member states to drive their 2020 Digital Agenda programmes with a "hardest first" agenda - This encourages new competition as the final few % is where the traditional business model fails, so subsidising incumbents is least value for money - it also forces the incumbents to use more of their own money to reach further, defending their territory

Hi all.
First, just thanks DAA12 organisation and participants for such an interesting event.

I attended workshop2 (high speed connections), where we discussed on how to reduce costs in fiber roll-out. The roundtable participants (operators, NRAs, university, etc.) agreed that local administration is a key agent in NGA deployment.

 Rural is  falling behind, loosing strength and relevance in the discussion.
No one, from TELCO to analyst said there is a problem in big cities because they are profitable. If so why is there a need to discuss more or less regulation, why is there a need to impose, using regulation, some fibre sharing.

The focus must be open ducts to every operators, from incumbent to new telco ... Every single duct must be shared, in the telco sector and multi-sector.

How can we bring high speed connections to rural areas?

There is a lot of debate in the UK especially about whether urban dwellers should 'subsidise' the rollout of 'superfast' broadband to rural areas.

UK Government has made funding available through the Digital Switchover fund and BDUK to help counties put in some infrastructure to help the final third.

It is now looking like this funding is going to be used to bring slightly faster speeds to those who already have a connection.

Could we please have everyone's thoughts on how robust, fast and dependable connectivity can create employment, stimulate formation of SMEs, and reduce unemployment by enabling people to work from home? Go for fibre, but not any fibre

While many large EU Telco providers are still claiming important investments on incremental upgrades such as VDSL2 deployed from street cabinets (FTTN), important questions remain about whether favouring this technology over the more expensive fibre to the home (FTTH) is worth the loss that could be incurred in operational efficiency and in global competitiveness.

Crowdsourcing ideas to reduce the costs of broadband rollout

On April 27th, the EC launched a public consultation seeking views on how to cut the costs of setting up new networks for high speed internet in the EU. In particular, the Commission wants to explore how to reduce the costs associated with civil engineering, such as the digging up of roads to lay down fibre, and which can account for as much as 80% of the total cost.

Costs - but also revenues

The costs of high-speed broadband connections are substantial and therefore clearly require attention. On the other hand, let us not forget about the revenue side of high-speed connections. Traditional thinking is that the network operators installing the connections should also be able to recover their costs by selling their services to consumers. In practice, this leads to operator revenues dominated by triple play services (TV, fast Internet and good old telephony). But high-speed broadband has much more value to offer to society than just triple play! Think of all the useful and necessary applications in health, education, security, etc. Other sectors can provide additional revenue and even share some of the costs of broadband.

"Need for speed" - How much bandwith do we actually need??

In many broadband discussions it seems like it is taken for granted, that there is an enormous and unquestionable need for hi speed broadband "everywhere" and for "everyone" - and that the key goal therefore is to roll out hi speed/fibre based broadband as fast as possible. This view is heavily supported by the operators, and their "friends".

CapEx/user - what are the actual figures for hi speed broadband?

I believe the CapEx (capital expenditure) figures for rolling out hi speed broadband will vary substantially based on...

* the speed requirement (what speed do you really need - for the services that are used and will be used tomorrow?)
* the country in question (geography, population and cost level will heavily influence on the chosen roll out solution)
* the chosen technique (DSL, cable, fibre or mobile broadband)

I believe it is of utmost importance to have a solid grip on these factors and figures before jumping to roll out conclusions.

We need many more local internet exchanges!

There is good evidence that internet exchanges are beneficial to the cities that attract them. With all the debate about internet speed, many businesses will become more effective simply by clustering in business exchange areas which co-locate computing power and high-speed internet access.

This is a major part of the design for the Internet age - yet we seem to have lost it in all the debate about broadband speeds.

Monti's proposal of keeping investments for BB and EDA out of fiscal compact: what do you think?

It seems that the Italian prime minister, Mario Monti, will propose at EU level to mantain out of fiscal compact investments for broadband and digital agenda:

1) do you think this should be limited to non profitable areas (as it is mainly now given State Aids rules) or else it should start a path where public bodies are more involved in setting up wider infrastructures?

2) should these investments then cover digital divide areas or else focus on real NGAN?

Looking forward to hear from you and I hope it will pop up an interesting debate.
