Digital Public Services and Sustainability

Europe's public services are in turmoil and there is increasing pressure put on public services to evolve urgently. We are committed in going digital to triple the bottom line of sustainability: environmental, social and economic. Creating rather than destroying our environmental capital (Europe's 20/20/20 targets), our social capital (Europe's way to inclusion, solidarity) and our economic capital (jobs for the young Europeans and GDP growth).

Europe is hard at work when it comes to digital public services and sustainability with exciting initiatives such as cross-border e-government, e-health for 2020, the European Innovation Partnership for active & healthy ageing, Digital Champions for e-literacy & e-inclusion, and soon a Smart Cities and Communities initiative.

Let's structure this discussion around three questions – within the broader context of what Europe can do for you and what you can do for Europe:

  • People are our best asset. What are the concrete examples, enablers and policies in digital public services and sustainability that empower citizens – in whatever role? For example, should the new e-health action plan address e-health literacy? Do we need more legal guidance for using e-health data? What are the next technological or policy enablers (like standards or metrics) for smart cities that we should pursue?
  • More with less. Are the initiatives smart and joined-up to deliver public services and sustainability efficiently and effectively? For example, how should we make sure that the digital services infrastructures that are to be supported by the Connecting Europe Facility are going to be deployed widely and that cross-border e-government building blocks (like interoperable eIDs) and services are widely re-used? What is needed to accelerate the multiplier effect of leading examples in active & health ageing or the leading smart cities in Europe?
  • Innovation is the name of the game. In which concrete ways should new Europe enable and deliver innovation in digital public services and sustainability? For example, should we step up R&D in connecting activities and 'liberating data' in health and care? Should we invest more – and in what - in Horizon 2020 in public sector innovation to enable citizens' co-creation of digital public services?

eGovernment crossborder services

eGovernment rossborder services are essential for the implementation of the single market and, therefore, for any sustainability strategy for the EU. However, there is a lack of awareness of its importance and need among citizens. and as a consequence no political impulse. Without political impulse the services are not implementes and citezenship reamin unaware of its importance. What can we do to break this endless loop?

Both your themes "People" and "Doing more with less" are addressed in the following

eGovernment should allow much more real transparency in delivery and performance of services. This is just a toolset however.

First the fundamentals of who is responsible for what needs to be mapped.

EU could encourage Member States to sign up to new standards of transparency.

From experience with some EU projects, good building block technology has been developed. With the next phase focussing on operationalising eGovernment services I believe it will be an exciting phase for Europe to make it easy for Member states to adopt and upgrade their services. It will be important to discuss at the DAA how this can be done in a "ground-up" manner to leverage epractice and other good initiatives. Also, the actual operational, functional utility of these developments and their scalability will be important.

Design principals for government online services

The UK has published a set of design principals for online government services. Its really very clear and simple, and is built on a lot of detailed thought and testing. They have banned jigsaws, for which I'm truly grateful, but I'm a little doubtful about the banning of butterflies. :)

Accessibility and digital public services

Which EU measures could help to get more accessibility into digital public services? The EU already supports good practice exchange, works on legislative support, co-finances guidelines and cooperation work (e.g. eAccess+ http://www.eaccessplus.eu). Is it about more of the same? Or about different approaches such as enabling more active involvement of people with disabilities in providing e-accessibility themselves (a social media example is Fixtheweb http://www.fixtheweb.net/)?

I consider it quite characteristic, that a european political strategy forum is systematically feeding four US companies with detailed data on behaviour and readings.

It sort of make a joke out of the ePrivacy initiative.

I assume that part of the problem is the lack of understanding of how these data are turned into undermining european competitiveness through secondary use.

Opendata and PSI in times of economic crisis

Next june 26th we will organise our yearly opendata meeting in Spain. It will be an interesting occasion to see which are the answers opendata initiatives can provide to our country, just in the middle of the bigger economic crisis in years. Are opendata initiatives really contributing to economic recovery? Which are the evidences?
