Jobs and skills

There are 23 million people unemployed today in the European Union. More than 11% of the active population, and more than 22% in the young segment, are unemployed (those figures are more than double in some countries like Spain and Greece). 

Employment and skills have always been strongly correlated, and so increasingly are employment and Information and Communication Technologies (ICT): The generalised use of ICT increases productivity, which makes redundant some job profiles. At the same time, new ICT-related jobs are created. The ICT sector itself is doing well overall, growing and creating jobs despite the crisis. Demand also grows for ICT professionals in other sectors.
It is estimated that the number of ICT professionals is growing and yet they are sufficient to meet the demand (the Digital Agenda for Europe reports an estimated shortfall of ICT professionals in the EU around 700,000 people by 2015). 

Thus a first set of questions: 
  • How to bridge the gap between the shortage of ICT skilled workforce and the high supply of young Europeans in search for a job and an attractive career?
  • What are good examples of practices (from ICT companies or others) bridging that gap?
  • How can those practices be replicated and scaled up, including at European level; what is the role for European policy if any?

An (global) eCF is needed to compare skills

I am assuming not everybody is familiar yet with the eCF initiative. So, just in case please have a look at http://www.ictprof.eu/ of DG ENTR.

As mentioned on the website: "the development of a European framework for ICT professionalism, which is ultimately aimed at fostering the competences and the mobility of ICT practitioners"

I have heard CIOs complain about the lack of such a framework as they find it often difficult to compare eSkills around Europe. I.e. a eCF is much needed.

The technologies who bring us the 'Perfect Storm' i.e. the name given to the convergence of disruptive technologies like Cloud, Mobile and Social Media also bring us more and more a global workforce which can be sourced on a global level. We have to assume that solutions are most likely to be presented on a global level. Just take Singapore as an example. As early as 1981 Singapore established a ‘National Computer board’. It’s objective was to exploit and export ICT and bring Singapore in the 21st century.

ICT competent citizens

After working in the field of e-inclusion with groups at risk for almost 10 years, I experienced many times how ICT can empower people. I am ofcourse happy to see the group jobs and skills in this program. However, obtaining skills is not only an issue for job-seekers. Elderly, disabled, people living in poverty and not able to work,.. really need help in obtaining basic ICT skills. It keeps them in touch with friends, acquaintances and society in general.

Skillage: the 'grey area' pedagogy of ICT and employability

Skillage (www.skillage.eu) is an online learning platform launched for Get online week 2012, and has had 11,000 uses to the end of April. The pedagogy of the assessment is that is recognises the grey areas of employability and ICT. Take the test and let us know what you think?

Goldenworkers is a collaborative project for the identification of emerging technologies and socio-economic trends, new models of extending professional active life and novel application scenarios in the area of ICT for active ageing at work, leading to the definition of a beyond of the state-of-the-art research agenda, fully embraced by research and practice community. The study puts forward four thought-provoking scenarios, describing how technology can transform the work of nurses, public administration, production, and how early adoption can give competitive edge to an enterprise.

Goldenworkers workshop: ICTs for the Employment of Older Workers: Towards an European Road Map

Changes in the demographic profile in the EU countries will also impact on labour market by posing challenges that need to be tackled namely: adjusting the economy and workplaces to an ageing labour market, labour shortages as the numbers of working age persons decreases, need for increased numbers of trained healthcare professionals, potential intergenerational conflicts etc.
ICT can support the achievement of the above target as it can provide older workers with unique opportunities and respond to their needs for being active, socially included and healthy.

A cross-Atlantic team of ethical experts decided to explore how and why some computer science experts incorporate ethics in their work. From that came some fascinating insights.

I was one of 24 the panel-selected interviewees subjected to lifestory profiling being interviewed over several days and answering questionaires trying to discover the motivations and background leading to peer-recogniced ethical behaviour.

The results of "Langas į ateitį" ICT training project

Pursuing the mission to encourage the information society in Lithuania, "Langas į ateitį" has recently finished implementing the project "Online services for a Lithuanian e-Citizen". During this 2-year project more than 16.200 adults were learning to use computers, internet, public and business e-services. The project was funded by the European Social Fund.

The gaps and in particular the gap descriptions are intended to give a deeper understanding of future research needs and the risks and weaknesses in current research.

Some ideas from management field that seems to be very applicable in our context is about putting growth directly at the core of our reflection.

In particular:

1° Thinking of more radically models (versus evolutionary) of the digital economy.
2° Importance of new skills (soft-skills, cross-disciplinary, inter-cultural, etc.) more able to manage the growth of organizations.
3° Developing Entrepreneurial mid-sets

SPOCS partners invite you to a “Consultation meeting on SPOCS final results” on June 20 2012 (Permanent Representation of Austria, Avenue de Cortenbergh 30, Brussels). Within the context of starting a business and providing services on a temporary basis in another European country, SPOCS has led the work needed to realise true cross- border interoperability.
