Jobs and skills

There are 23 million people unemployed today in the European Union. More than 11% of the active population, and more than 22% in the young segment, are unemployed (those figures are more than double in some countries like Spain and Greece). 

Employment and skills have always been strongly correlated, and so increasingly are employment and Information and Communication Technologies (ICT): The generalised use of ICT increases productivity, which makes redundant some job profiles. At the same time, new ICT-related jobs are created. The ICT sector itself is doing well overall, growing and creating jobs despite the crisis. Demand also grows for ICT professionals in other sectors.
It is estimated that the number of ICT professionals is growing and yet they are sufficient to meet the demand (the Digital Agenda for Europe reports an estimated shortfall of ICT professionals in the EU around 700,000 people by 2015). 

Thus a first set of questions: 
  • How to bridge the gap between the shortage of ICT skilled workforce and the high supply of young Europeans in search for a job and an attractive career?
  • What are good examples of practices (from ICT companies or others) bridging that gap?
  • How can those practices be replicated and scaled up, including at European level; what is the role for European policy if any?

The mass creation of skills

The lack of skills has been previously mentioned as one key barriers to jobs creation and growth (http://daa.ec.europa.eu/content/more-manufactoring-general).
However, we are seeing today interesting initiatives that are educating thousands of people with state of the art skills at marginal costs.
For instance, Stanford University's course on artificial intelligence saw 25,000 users complete all required assignments and receive a formal certificate.

Flexibility and security (flexisecurity)

There seems to be a conflict between the protection of the employment, and the flexibility (fluidity) of the job market.
Yet, if I am not wrong, Denmark has managed to combine the two with the concept of flexisecurity http://en.wikipedia.org/wiki/Flexicurity .

I believe it could be worth to incorporate this (apparent?) conflict in our debate.

Furthering student and skilled worker mobility - Digital student Data Portability

The mobility of students and skilled workers could benefit from the use of digital student data and digital skills data, if these would be accepted the same way, say, as digital bank statements are nowadays accepted. This is the goal of the Groningen Declaration, which was recently signed by existing and developing central student data depositories from China, India, the Netherlands, Norway, the Russian Federation, South Africa, the United Kingdom and the USA.

Innovation, technology and market developments have turned the world of work into a rapidly changing environment and training must keep pace with this reality. Education and training systems face the challenge of equipping a growing young workforce with the skills required by the jobs of the future, not to mention re-equipping the current workforce with the skills, including soft skills, needed to keep up with a changing world.

Historically, telecentre networks were created in Europe with the objective of overcoming the digital literacy divide, as it was considered that a low level of digital skills was very likely to have a negative impact on people´s quality of life as well as future prospects.

An estimated 10 million jobs with manufacturing organizations cannot be filled today due to a growing skills gap. Despite the high unemployment rate in many developed economies, companies are struggling to fill manufacturing jobs with the right talent. And emerging economies cannot fuel their growth without more talent. Access to talent will become more important and more competitive. Today’s skills gap will not close in the near future.

Make it visible to Brussels

In attempt to find an easy and visual way to collect good examples/practices, I have created a very simple site:
http://www.eskillsinfo.eu/
The idea was to have an immediate understanding of what and where. As it is not commercial operation it may look to simple, but it is a start. The question would be how to make visible to Brussels all the activities on the fields without creating hundreds of depositories. This was my idea, actually I still believe on it. Do you have suggestions?

The technologies who bring us the 'Perfect Storm' i.e. the name given to the convergence of disruptive technologies like Cloud, Mobile and Social Media also bring us more and more a global workforce which can be sourced on a global level. We have to assume that solutions are most likely to be presented on a global level. Just take Singapore as an example. As early as 1981 Singapore established a ‘National Computer board’. It’s objective was to exploit and export ICT and bring Singapore in the 21st century.

Goldenworkers is a collaborative project for the identification of emerging technologies and socio-economic trends, new models of extending professional active life and novel application scenarios in the area of ICT for active ageing at work, leading to the definition of a beyond of the state-of-the-art research agenda, fully embraced by research and practice community. The study puts forward four thought-provoking scenarios, describing how technology can transform the work of nurses, public administration, production, and how early adoption can give competitive edge to an enterprise.

The European population is quickly ageing. With the retiring baby boom generation the number of people aged from 65 to 80 will rise by nearly 40% between 2010 and 2030. Governments are looking at the challenges associated with maintaining the current social welfare. One of the actions is increasing retirement age. Ageing workers are becoming an important part of companies and organizations. These people bring expertise and knowledge bringing important advantages to those that know how to keep them engaged.
