Jobs and skills

There are 23 million people unemployed today in the European Union. More than 11% of the active population, and more than 22% in the young segment, are unemployed (those figures are more than double in some countries like Spain and Greece). 

Employment and skills have always been strongly correlated, and so increasingly are employment and Information and Communication Technologies (ICT): The generalised use of ICT increases productivity, which makes redundant some job profiles. At the same time, new ICT-related jobs are created. The ICT sector itself is doing well overall, growing and creating jobs despite the crisis. Demand also grows for ICT professionals in other sectors.
It is estimated that the number of ICT professionals is growing and yet they are sufficient to meet the demand (the Digital Agenda for Europe reports an estimated shortfall of ICT professionals in the EU around 700,000 people by 2015). 

Thus a first set of questions: 
  • How to bridge the gap between the shortage of ICT skilled workforce and the high supply of young Europeans in search for a job and an attractive career?
  • What are good examples of practices (from ICT companies or others) bridging that gap?
  • How can those practices be replicated and scaled up, including at European level; what is the role for European policy if any?

More Women in IT, and more = we need diversity

Commissioner Neelie Kroes has repeatedly remarked we need 'More Women in IT'. She is fully right with this statement. At a number of recent meetings with CIOs, I've spoken with them on this issue and got feedback from several women CIOs that they indeed want to have more women in IT but, at the same time don't want to focus on the gender issue as being a women should not be relevant.

Open Education for Learning e-Skills Ecosystems

There is a need to constantly facilitate the learning of a dispersed population with bigger agility and speed. What can educational technology, more specific distance education / e-learning combined with open education movement bring to the table?

OER and Open Courseware have already been mentioned (http://daa.ec.europa.eu/content/mass-creation-skills). Here are some more inspiring initiatives and practices of interest.

Some ideas from management field that seems to be very applicable in our context is about putting growth directly at the core of our reflection.

In particular:

1° Thinking of more radically models (versus evolutionary) of the digital economy.
2° Importance of new skills (soft-skills, cross-disciplinary, inter-cultural, etc.) more able to manage the growth of organizations.
3° Developing Entrepreneurial mid-sets

SPOCS partners invite you to a “Consultation meeting on SPOCS final results” on June 20 2012 (Permanent Representation of Austria, Avenue de Cortenbergh 30, Brussels). Within the context of starting a business and providing services on a temporary basis in another European country, SPOCS has led the work needed to realise true cross- border interoperability. This includes the realisation of technical solutions to support this but also helping identify equivalent documents in participating countries. We are now looking for broader commitment to help take this forward.

As businesses switch to cloud computing demand for some traditional IT roles will plummet - but new, different jobs will be created instead

By 2020 the majority of organisations will rely on the cloud for more than half of their IT services, according to Gartner’s 2011 CIO Agenda Survey.
After organisations have switched to the cloud the number of staff needed to manage and provision individual pieces of IT infrastructure - the likes of networks, storage and servers - can be scaled back, as much of the virtualised infrastructure that cloud is built upon can be automated.

Public libraries for employment

Do you know that public libraries contribute to the EU employment goals (employment rate of 75% for women and men by 2020)? They provide free internet access and basic guidance for people seeking for job or considering retraining. In all 5 EU countries, where library development programs supported by the Bill & Melinda Gates Foundation are being implemented (Bulgaria, Latvia, Lithuania, Poland and Romania) people are using the Internet at public libraries also to search for and find jobs.

Historically, telecentre networks were created in Europe with the objective of overcoming the digital literacy divide, as it was considered that a low level of digital skills was very likely to have a negative impact on people´s quality of life as well as future prospects.

An estimated 10 million jobs with manufacturing organizations cannot be filled today due to a growing skills gap. Despite the high unemployment rate in many developed economies, companies are struggling to fill manufacturing jobs with the right talent. And emerging economies cannot fuel their growth without more talent. Access to talent will become more important and more competitive. Today’s skills gap will not close in the near future.

Independant workers and founds to develop innovation

Well first of all it may be tricky to forecast a shortage in the ICT field, knowing that this domain evolves very very quickly and can take unexpected developments (I m thinking of the mobile apps field which could kill the internet diversity in newspapers competition, by decreasing the number of available sources and only limiting choices to few sources - those provided by the apps).
