Jobs and skills

There are 23 million people unemployed today in the European Union. More than 11% of the active population, and more than 22% in the young segment, are unemployed (those figures are more than double in some countries like Spain and Greece). 

Employment and skills have always been strongly correlated, and so increasingly are employment and Information and Communication Technologies (ICT): The generalised use of ICT increases productivity, which makes redundant some job profiles. At the same time, new ICT-related jobs are created. The ICT sector itself is doing well overall, growing and creating jobs despite the crisis. Demand also grows for ICT professionals in other sectors.
It is estimated that the number of ICT professionals is growing and yet they are sufficient to meet the demand (the Digital Agenda for Europe reports an estimated shortfall of ICT professionals in the EU around 700,000 people by 2015). 

Thus a first set of questions: 
  • How to bridge the gap between the shortage of ICT skilled workforce and the high supply of young Europeans in search for a job and an attractive career?
  • What are good examples of practices (from ICT companies or others) bridging that gap?
  • How can those practices be replicated and scaled up, including at European level; what is the role for European policy if any?

For an economically inclusive Europe, everyone entering the labour market needs to have the right digital skills to be able to function and thrive in day-to-day working life. As ICT becomes transversal in all areas of future jobs, it is dangerous to assume that all young people today who are referred to as ‘digital natives’ are automatically skilled enough to engage in the workforce.

Moral Examplars in Good Computing

A cross-Atlantic team of ethical experts decided to explore how and why some computer science experts incorporate ethics in their work. From that came some fascinating insights.

I was one of 24 the panel-selected interviewees subjected to lifestory profiling being interviewed over several days and answering questionaires trying to discover the motivations and background leading to peer-recogniced ethical behaviour.

The ICT sector is creating jobs despite the crisis... But, at the same time, ICT are helping a lot of people to find job: digital tools for professional guidance, updated information about labour market, social media… make people more effective in their processes to find a job.

Policy to Action - Help the search for inspiring initiatives like FIT

We need to find more inspiring initiatives that are proven to work well and start to seriously put policy into action in more EU member states.

We (FIT) are one example which has a 13 year track-record and is proven to be effective and value for money based on its results (8,500 into jobs) and evaluation outcomes - see our post at http://daa.ec.europa.eu/comment/1704#comment-1704

We need to establish a peer group / network of proven initiatives to inform scaling up actions.

The results of "Langas į ateitį" ICT training project

Pursuing the mission to encourage the information society in Lithuania, "Langas į ateitį" has recently finished implementing the project "Online services for a Lithuanian e-Citizen". During this 2-year project more than 16.200 adults were learning to use computers, internet, public and business e-services. The project was funded by the European Social Fund.

Public libraries for employment

Do you know that public libraries contribute to the EU employment goals (employment rate of 75% for women and men by 2020)? They provide free internet access and basic guidance for people seeking for job or considering retraining. In all 5 EU countries, where library development programs supported by the Bill & Melinda Gates Foundation are being implemented (Bulgaria, Latvia, Lithuania, Poland and Romania) people are using the Internet at public libraries also to search for and find jobs.

New professional profile e-Facilitator of ICT Space

The Government of Catalonia in collaboration with the Esplai Foundation is currently designing a new professional qualification, in order to recognize the task developed by telecenter workers and to adapt the professional qualification system to the actual situation in ICT points.

Accreditation in ICT skills (ACTIC)

It's an instrument for citizens to prove officially to public administrations, private companies and educational institutions its skills for using ICT.

Project training the unemployed in the use of ICT

In Catalonia, we’ve recently developed the project named “Connecta’t”, which has been a collaboration between the Employment Service of Catalonia and the Department of Telecommunication and Information Society. The aim of the project is to offer to working people at an unemployment situation a digital literacy program to enable them acquire basic digital competences to improve their work search process.
This program has offered two training modalities:
Module A: introduction to the computing environment (15 hours)
Module B: skills for the job search (10 hours)

Goldenworkers project: new on line consultation

The gaps and in particular the gap descriptions are intended to give a deeper understanding of future research needs and the risks and weaknesses in current research.

Make it visible to Brussels

In attempt to find an easy and visual way to collect good examples/practices, I have created a very simple site:

The idea was to have an immediate understanding of what and where. As it is not commercial operation it may look to simple, but it is a start. The question would be how to make visible to Brussels all the activities on the fields without creating hundreds of depositories. This was my idea, actually I still believe on it. Do you have suggestions?

ICT competent citizens

After working in the field of e-inclusion with groups at risk for almost 10 years, I experienced many times how ICT can empower people. I am ofcourse happy to see the group jobs and skills in this program. However, obtaining skills is not only an issue for job-seekers. Elderly, disabled, people living in poverty and not able to work,.. really need help in obtaining basic ICT skills. It keeps them in touch with friends, acquaintances and society in general.

Digital Skills Deficiencies Cost Europe Billions!

Since ICT is now clearly entrenched in almost every sector of the economy we need to focus on strengthening the competence of the entire European labour force through digital skills proficiency. We've seen immense benefits to organisations through saving costs, and increasing their own employees’ efficiency via ECDL certification. In the Netherlands, ECDL Nederland, our national partner, co-commissioned a study which showed that workers’ lack of ICT skills could cost €19.3 billion losses in productivity for businesses and that's just in the Netherlands.

More Women in IT, and more = we need diversity

Commissioner Neelie Kroes has repeatedly remarked we need 'More Women in IT'. She is fully right with this statement. At a number of recent meetings with CIOs, I've spoken with them on this issue and got feedback from several women CIOs that they indeed want to have more women in IT but, at the same time don't want to focus on the gender issue as being a women should not be relevant.

Open Education for Learning e-Skills Ecosystems

There is a need to constantly facilitate the learning of a dispersed population with bigger agility and speed. What can educational technology, more specific distance education / e-learning combined with open education movement bring to the table?

OER and Open Courseware have already been mentioned (http://daa.ec.europa.eu/content/mass-creation-skills). Here are some more inspiring initiatives and practices of interest.

Flexibility and security (flexisecurity)

There seems to be a conflict between the protection of the employment, and the flexibility (fluidity) of the job market.
Yet, if I am not wrong, Denmark has managed to combine the two with the concept of flexisecurity http://en.wikipedia.org/wiki/Flexicurity .

I believe it could be worth to incorporate this (apparent?) conflict in our debate.

An (global) eCF is needed to compare skills

I am assuming not everybody is familiar yet with the eCF initiative. So, just in case please have a look at http://www.ictprof.eu/ of DG ENTR.

As mentioned on the website: "the development of a European framework for ICT professionalism, which is ultimately aimed at fostering the competences and the mobility of ICT practitioners"

I have heard CIOs complain about the lack of such a framework as they find it often difficult to compare eSkills around Europe. I.e. a eCF is much needed.
