Jobs and skills

There are 23 million people unemployed today in the European Union. More than 11% of the active population, and more than 22% in the young segment, are unemployed (those figures are more than double in some countries like Spain and Greece). 

Employment and skills have always been strongly correlated, and so increasingly are employment and Information and Communication Technologies (ICT): The generalised use of ICT increases productivity, which makes redundant some job profiles. At the same time, new ICT-related jobs are created. The ICT sector itself is doing well overall, growing and creating jobs despite the crisis. Demand also grows for ICT professionals in other sectors.
It is estimated that the number of ICT professionals is growing and yet they are sufficient to meet the demand (the Digital Agenda for Europe reports an estimated shortfall of ICT professionals in the EU around 700,000 people by 2015). 

Thus a first set of questions: 
  • How to bridge the gap between the shortage of ICT skilled workforce and the high supply of young Europeans in search for a job and an attractive career?
  • What are good examples of practices (from ICT companies or others) bridging that gap?
  • How can those practices be replicated and scaled up, including at European level; what is the role for European policy if any?

The last year discussion was very insightful and engaging. A year has passed and the question of skills&jobs is still high on political agenda. Important part of this year effort is the Grand Coalition for Digital Jobs and pledges of different actors.

We would like to continue to discuss and debate with you this very important matter moving towards policy recommendations and examples of novel and remarkable solutions.

Independant workers and founds to develop innovation

Well first of all it may be tricky to forecast a shortage in the ICT field, knowing that this domain evolves very very quickly and can take unexpected developments (I m thinking of the mobile apps field which could kill the internet diversity in newspapers competition, by decreasing the number of available sources and only limiting choices to few sources - those provided by the apps).

The European population is quickly ageing. With the retiring baby boom generation the number of people aged from 65 to 80 will rise by nearly 40% between 2010 and 2030. Governments are looking at the challenges associated with maintaining the current social welfare. One of the actions is increasing retirement age. Ageing workers are becoming an important part of companies and organizations. These people bring expertise and knowledge bringing important advantages to those that know how to keep them engaged.

After many approaches to Patent Institutes, Copyright care Authorities & International Agencies for Patents, I still have come up with no clear entrance for a New Inventor such as myself.

I would like to draw your attention to a report entitled Mind the Gap: Education Inequality across EU Regions which the European Comission just published today: http://ec.europa.eu/education/news/doc/nesse/report_en.pdf.
This report shows major geographic disparities in educational opportunities and outcomes, across and within EU Member States. It also gives a thorough account of intra-national regional inequalities in educational opportunities and outcomes in the EU.

Changes in the demographic profile in the EU countries will also impact on labour market by posing challenges that need to be tackled namely: adjusting the economy and workplaces to an ageing labour market, labour shortages as the numbers of working age persons decreases, need for increased numbers of trained healthcare professionals, potential intergenerational conflicts etc.
ICT can support the achievement of the above target as it can provide older workers with unique opportunities and respond to their needs for being active, socially included and healthy.

Digital Skills Deficiencies Cost Europe Billions!

Since ICT is now clearly entrenched in almost every sector of the economy we need to focus on strengthening the competence of the entire European labour force through digital skills proficiency. We've seen immense benefits to organisations through saving costs, and increasing their own employees’ efficiency via ECDL certification. In the Netherlands, ECDL Nederland, our national partner, co-commissioned a study which showed that workers’ lack of ICT skills could cost €19.3 billion losses in productivity for businesses and that's just in the Netherlands.

Policy to Action - Help the search for inspiring initiatives like FIT

We need to find more inspiring initiatives that are proven to work well and start to seriously put policy into action in more EU member states.

We (FIT) are one example which has a 13 year track-record and is proven to be effective and value for money based on its results (8,500 into jobs) and evaluation outcomes - see our post at http://daa.ec.europa.eu/comment/1704#comment-1704

We need to establish a peer group / network of proven initiatives to inform scaling up actions.

Hello again,

Starting with the first of our initial questions, in the book “Race Against The Machine”, Brynjolfsson & McAfee refer to the “end of work” argument, after Rifkin’s 1995 book of the same title. In it, Rifkin laid out a bold and disturbing hypothesis: that “we are entering a new phase in world history—one in which fewer and fewer workers will be needed to produce the goods and services for the global population".

Project training the unemployed in the use of ICT

In Catalonia, we’ve recently developed the project named “Connecta’t”, which has been a collaboration between the Employment Service of Catalonia and the Department of Telecommunication and Information Society. The aim of the project is to offer to working people at an unemployment situation a digital literacy program to enable them acquire basic digital competences to improve their work search process.
This program has offered two training modalities:
Module A: introduction to the computing environment (15 hours)
Module B: skills for the job search (10 hours)

The youth employment crisis

Innovation, technology and market developments have turned the world of work into a rapidly changing environment and training must keep pace with this reality. Education and training systems face the challenge of equipping a growing young workforce with the skills required by the jobs of the future, not to mention re-equipping the current workforce with the skills, including soft skills, needed to keep up with a changing world.

The mass creation of skills

The lack of skills has been previously mentioned as one key barriers to jobs creation and growth (http://daa.ec.europa.eu/content/more-manufactoring-general).
However, we are seeing today interesting initiatives that are educating thousands of people with state of the art skills at marginal costs.
For instance, Stanford University's course on artificial intelligence saw 25,000 users complete all required assignments and receive a formal certificate.

ICT also to help people to find a job

The ICT sector is creating jobs despite the crisis... But, at the same time, ICT are helping a lot of people to find job: digital tools for professional guidance, updated information about labour market, social media… make people more effective in their processes to find a job.
