Open Data is not always Public Data
Lots of discussions are focusing on Open Data and (implicitly) assuming that these are always public data. Currently, often only static data is considered. But data from private companies, or -even- from "the crowd" can also be Open Data. In my opinion, including non-public data, and focusing more on realtime data, will give us much more opportunities. (This focus must include privacy and ownership issues from the beginning.)

In the case of Open Apps
In the case of Open Apps released into Public Domain the Source Code or pure data of them will be publish under EUPL and the corresponding documentation about tha application will be publish under CC-By-SA. In fact, these are Metadatas to be considered when definning the ones needed for releasing Open Apps using Open Data mechanisms.
From ESLE, we consider to it
From ESLE, we consider to it be fundamental to explicitly back up reusing and code liberating policies from the European Commission. Our information technology business network has the opportunity to increment its economic figures taking off from these type of initiatives that, at the same time, are aligned with sustainability, interoperability and the efficient management of public resources. From the information technology network, which exploits the services found in free technologies, we believe we have the opportunity, though the exploitation of these liberated applications, to generate business, activity and employment. And we have the opportunity to develop these applications to products that can liberate international markets.

As I said in other comments of this forum, when I talked about public domain, it has to be understood free and public access. That's the reason I've also talked about EUPL or a need of an extended EUPL to consider all kind of Open Data and not just Open Apps.
