Not so bad - at least for some countries
Earlier this month, the World Economic Forum published its Global Information Technology Report 2012 (http://www3.weforum.org/docs/Global_IT_Report_2012.pdf)
It shows top-10 rankings for the Northern countries in Europe (Sweden, Finland, Denmark, Norway), both on the global Networked Readiness Index as on the Infrastructure & Content Pillar - Sweden being the number 1 in both fields.
It shows again how difficult it is to work out a general approach for all countries in Europe or in the EU.
Are best practices being exchanged frequently and systematically?
What are Europes focus area's and how do the countries perform in those areas?
Food for thought I presume.

Excerpt "Direct correlations
Excerpt "Direct correlations can be made between the affordability of broadband connectivity and an individual’s or country’s ability to successfully transform itself through the utilization of ICT capabilities."
I guess this means we should look to Sweden, find their best practices and copy them.
