One key question is whether e-commerce by definition is to be an oligopolistic market. I believe there is little room for niche e-commerce platforms, and that most of the market will be concentrated. The problem is, the only real e-commerce platforms in Europe are US-based (Amazon and eBay).
At the same time, there is large scope for SMEs to take advantage of e-commerce. This is where the job creation can happen, in enabling the growth and internationalisation of SMEs. This is the main problem to be solvedand a massive threat to the Single Market.
The main reason this occur is dis-empowerment - that the platforms are allowed and enabled to take ownership of history to control the future. Both of citizens, businesses and potentiall also public sector will be a slave to this.
It is not a deterministic development unless we let it.
And even thugh Government should be very carefull entering into picking-the-winners, it has a very important role in assuring the framework for market processes.
When it comes to Digital Markets, Goverments and especially EU has been doing a lot of damage - especially in the name of parnaoid anti-terror.
If EU has a role it is to restore markets from the Digital Klondyke where a few large players took conttol of markets through a dis-empowering technical design in infrastructure.
Internet is the marketplace unless you allow someone to reduce it to a mainframe and massive concentration leading straight to increaing market distortions.

I'm convinced, that e.g. local retailers could even operate with reduced transportation costs by combining the demand from several customers.
Local Commerce is not dead - there are interesting ideas coming up by using e-Commerce approaches combined with local brick and mortar stores...

For the single market in the ecommerce area we need to have equal solutions and tools for all EU countries, which helps ecommerce sellers to start selling in all EU market.
Trustmarks is a good point, but there is more problems, like different banking/payment solutions in different countries. for example in Lithuania banks suspended online payments by cards. internet sellers adapted suggested internet banking based solution, but it is oriented only for a local market. if you want to expand - you have to look for other solutions (like paypal. there is not much solutions to select from, because of the market size). It is really difficult to start selling cross board for example on Amazon. You must have UK based bank account. From Lithuania it is impossible to open one.
In our country we have a lot of incentives and ambitious people who finds all solutions, but a lot of people, having great products or services just won't start, because of the mentioned difficulties.
