Help European SMEs access capital
In January 2012 President Obama established the Startup America Legislative Agenda to expand tax relief and unlock capital for startups and small businesses that are creating jobs http://www.whitehouse.gov/sites/default/files/uploads/startup_america_le... To what extent can we adopt these measures to grow our European digital-based economy?

I think money is deffinitely
I think money is deffinitely a big issue here. But the matter is not whether educate entrepreneurs on how to raise money.
I think measures should be taken in two senses:
> Promoting an investor-friendly space accross the EU with homogeneous non-obsolete laws accross the countries.
> Encourage foreign investors to invest in Europe, and European investors to invest in countries/regions outside their traditional influence area.

- establish tax reduction for ict vc-investments in EU-27
- Match every invested vc-euro with public money like ireland (just started) or israel (created the start-up-nation hype this way).
- Establish an ict-vc team (only professionalls from vc's ;-) at the EBRD as a multiplying hub to attract vc's for europe...berlin did that with the regional developement bank IBB quite successfull...
