Empowerment - what is that?

A key term in DAe is Empowerment.

However when you look into the varous groups, empowerment is not enabled by the Actions.

In security, focus is on identificaiton and surveilance.

In Social media, focus is on deep tracking and behavioural profiling

In commerce, the disucssons on payments ignore basic empowering technologies such as Digital Cash.

In cloud, the eagerness to centraslied data about people is incredible.

In public service, the entire issues that citizens have little or nothing to say and the resulting relative ineffectiveness is devastating to the economy.

In Converged media, nobody consider if Unified Communication gatekeepers are even a good idea or sustainable.

In Innovation & Entrepreneurs, the term end-customers is hardly mentioned.

in highspeed connection, focus is only on capacity, but nothing on how we secure "everything in one pot".

It seems to me that Empowerment is more used as part of PR term, than as anything meaningfull.

And yet, re-empowering citizens is probably the most critical initiative to regan competitiveness in the Single Market.

Getting causality understanding described and alligned seems like an urgent need if Digital Agenda is to provide a constructive roadmap towards solving the euopean problems.
