From DA, a "Plan for Telework" for all the organizations
I think Digital Agenda has to propose a new model for knowledge working in organizations. In particular, since DA fosters innovation in community life, I think that DA has to adopt specific actions for imposing a change in teleworking (see the US telework enhancement act - http://www.govtrack.us/congress/bills/111/hr1722), actions where teleworking is proposed as a necessary element for a new innovative Europe.

Somehow words like 'imposing'
Somehow words like 'imposing' and repeated directive phrasing such as 'has to' only fit the definition of social if you add -ist to the word.
The only thing that can work and the only thing remotely acceptable to the vast amount of the greater Citizenry who are getting quite comfortable doing all of this without our 'help' - in my opinion - is to use social to enable things, to enable improvements, to enable communications, to enable access, etc...
And to enable all of the above for those who choose to have it enabled, who choose to be communicated with, who choose to 'take advantage' of what is on offer, who choose to participate
